España - Francia - Andorra

The Territorial Cooperation Programme Spain-France-Andorra (POCTEFA) 2007-2013 constitutes the fourth generation of community financial support destined to reinforce the economic and social integration of the border area of Spain-France-Andorra.

Its support is concentrated on developing cross-border economic, social and environmental activities through joint strategies for sustainable territorial development. At the same time this program favours the perception by the citizens of the cross-border area as a single space and reduces the border effect.

 The ERDF funds managed by POCTEFA which the projects receive represent 65% of their financing. In this way, POCTEFA 2007-2013 has 168 million Euros which involves nearly 243 million Euros of the total investment value of the projects in the territory.

There were 145 projects funded by the Programme. These projects are part of the three priority areas for action into which the Programme is divided::

       • Aim 1: To reinforce the cross-border integration giving in value the complementarities in the field of economic activities, innovation and human capital

       • Aim 2: To take in value the territories, natural and cultural heritage in a sustainable logic, protect and manage environmental resources.

       • Aim 3: Improve the quality of life of the populations through the joint strategies for territorial structuring and sustainable development.

Between the border regions of Spain, France and Andorra this cooperation program affects the development of nearly 147,000 square kilometres of territory and the quality of life of over 16 million people.

The Working Community of the Pyrenees (CTP) was named as POCTEFA Management Authority in 2007. In this context, the CTP is a leading player in Europe in area of the cross-border cooperation and is the first cross-border institution in Europe which manages a European program.
