Functions

The Directorate-General for European Funds is responsible for the following functions:

  1. The definition of the Spanish position in the negotiations for the approval and revision of the successive Multiannual Financial Frameworks of the European Union, without prejudice to the coordination competencies attributed to the Ministry of Foreign Affairs, European Union and Cooperation.
  2. Analysis, monitoring and evaluation of financial flows with the European Union, including the drawing up and coding of the budgetary programmes concerned, the drawing up of proposals for payment to the European Union of the Union's own resources and other items that may be legally required by the European Union, liaison with the European Union on budgetary matters and participation in committees and working groups related to the European budget.
  3. Analysis and monitoring of the planning and implementation of policies financed by the budget of the European Union through the use of tools designed to integrate this information.
  4. The annual determination of the equity base from Value Added Tax, for the purposes of Spain's contribution to the European Union's own resources.
  5. The payment proposal from the European Union to be received by the State public sector in cases where there is no managing centre or coordinating body with the authority to make this proposal.
  6. Management and monitoring of the Spanish contribution to the European Development Fund, as well as participation in the Fund's committees and working groups.
  7. Coordinating and monitoring the implementation of programming co-financed by the European Funds through the use of tools to integrate information from these Funds, whether or not they are included in the Association Agreement.
  8. The distribution of the Inter-Territorial Compensation Fund among the Autonomous Communities and Cities with a Statute of Autonomy; the programming of said Fund and the monitoring thereof; the preparation of reports and legislative proposals related to said Fund, as well as the functions foreseen for the Public Investment Committee in the Law regulating the Fund.
  9. The negotiation, development, evaluation and revision, in coordination with the different administrations, funds and other instruments of the European Union, of the Agreements, Strategies or Frameworks used for the preparation of the operational programmes co-financed with the European Funds; as well as the negotiation, development, programming, planning, evaluation and modification of the operational programmes and other forms of intervention co-financed with the European Regional Development Fund (ERDF), and other funds assigned to it.
  10. Guarantee the implementation of the evaluation activities provided for in the regulations relating to the various funds managed, in coordination with the territorial authorities; promote compliance with the horizontal principles of gender equality, equal opportunities and non-discrimination, accessibility and sustainable development, as well as ensure compliance with the principle of additionality.
  11. Carrying out economic analyses and studies in the field of the European Funds.
  12. Those which, according to the different European Regulations, correspond to the Spanish Member State with regard to the ERDF, the Just Transition Fund, European Territorial Cooperation, the Cohesion Fund, the Neighbourhood Instrument and other funds assigned to it.
  13. Those which, according to the various European Regulations, are the responsibility of the Managing Authority or similar authority for operational programmes financed by the ERDF, the Just Transition Fund, the European Territorial Cooperation, the Cohesion Fund, the Solidarity Fund, the Financial Instrument of the European Economic Area, the Neighbourhood Instrument and other funds assigned to it.
  14. The selection of operations to be funded with European funds and implementation of systems that aim to ensure compliance with European and national regulations of the expenses submitted to the European Commission for co-funding.
  15. Legislative and regulatory implementation related to the management and supervision of assistance from the ERDF, the Cohesion Fund, the Just Transition Fund and other funds assigned to it, as well as the drafting of rules on the eligibility of expenditure.
  16. The designation of intermediary bodies for operational programmes and defining of the terms and conditions for agreements related to the intermediary bodies that manage the funds for which they are responsible.
  17. Negotiating with the European Commission and other institutions on matters relating to the regulation of the ERDF, the Just Transition Fund, European Territorial Cooperation, the Cohesion Fund and other funds assigned to it.
  18. Cooperation and coordination with the territorial authorities, as regards the management and monitoring of actions carried out with the ERDF, European Territorial Cooperation, the Cohesion Fund, the Just Transition Fund and other funds assigned to it.
  19. Representation on coordination committees and working groups for the European funds and other committees or member bodies where it has authority and coordination and promotion of the Thematic Networks related to the ERDF and other funds assigned to it.
  20. All actions necessary for the completion and closure of operational programmes of the ERDF, the Just Transition Fund, European Territorial Cooperation, Cohesion Fund and other funds assigned to it.
  21. Carrying out checks and proposing the necessary corrective measures to ensure the proper functioning of the management and control system of each operational programme of the ERDF, the European Territorial Cooperation, the Cohesion Fund, the Just Transition Fund and other funds assigned to it. The general coordination of the control system and the formulation of guidelines contributing to its maintenance.
  22. The management of cross-border cooperation through the Neighbourhood Instrument.
  23. Those relating to certification, accounting and payments, in respect of the ERDF, the Just Transition Fund, the Cohesion Fund, the Solidarity Fund, the European Economic Area Financial Instrument and any other Fund or instrument assigned to it, which, under the various European Regulations and for the different programming periods, are the responsibility of the Certifying Authority or the body responsible for the accounting function of the operational programmes co-financed by those funds. It will mainly include the preparation and submission of declarations of expenditure, payment applications, statements and accounts of expenditure and the processing of proposals for payment to the beneficiaries of actions co-financed by these funds. It will also include those payments of funds to Spanish recipients in European Territorial Cooperation operational programmes where Spain is not the Certifying Authority or equivalent body.
  24. Management and monitoring of economic and financial information with an impact on budgetary implementation, as regards programming co-financed by the European Funds, whether or not included in the Association Agreement, by means of tools designed to integrate this information.
  25. The State's implementation of the regional incentives policy, acting as a support body for the Governing Council on Regional Incentives, as well as the preparation of the preliminary drafts of provisions regulating the regional incentives policy and all other functions deriving from Law 50/1985, of 27 December, on regional incentives for the correction of inter-territorial economic imbalances, and of Royal Decree 899/2007, of 6 July, which implements it and which are not assigned to higher bodies of the General State Administration or to the competent bodies of the Autonomous Communities, without prejudice to the powers that correspond to the Directorate General for Budgets in the area of allocating economic resources.
  26. The performance of the inspection and verification actions that correspond to the General State Administration in relation to regional economic incentives, as well as the processing of non-compliance and sanctioning cases and the proposal for the adoption of the resolutions by which they are concluded, without prejudice to those that correspond to the General Comptroller of the State Administration's intervention in the control of public resources.
  27. Analysis and evaluation of the territorial impact of regional economic incentives.
  28. In the development of regional economic policy, the coordination and management of European initiatives co-financed by the European Funds relating to urban and territorial development and local cooperation, as well as representation in urban and territorial cohesion policy groups, forums and committees, both at European level and in other areas where it has authority.
