Functions

Le corresponden las siguientes funciones:

• The definition of the Spanish position in the negotiations for the approval and revision of the successive Multiannual Financial Frameworks of the European Union, without prejudice to the coordination competencies attributed to the Ministry of Foreign Affairs, European Union and Cooperation.
• Analysis, monitoring and evaluation of financial flows with the European Union, including the drawing up and coding of the budgetary programmes concerned, the drawing up of proposals for payment to the European Union of the Union's own resources and other items that may be legally required by the European Union, liaison with the European Union on budgetary matters and participation in committees and working groups related to the European budget.
• Analysis and monitoring of the planning and implementation of policies financed by the budget of the European Union through the use of tools designed to integrate this information.
• The payment proposal from the European Union to be received by the State public sector in cases where there is no managing centre or coordinating body with the authority to make this proposal.
• La gestión y el seguimiento de la aportación española al Fondo Europeo de Desarrollo, al Fondo Europeo de Ayuda a la Paz y de la Ayuda a Ucrania, así como la participación en los comités y grupos de trabajo de los mismos.
• La distribución del Fondo de Compensación Interterritorial entre las Comunidades Autónomas y Ciudades con Estatuto de Autonomía; la programación de dicho Fondo y el seguimiento de la misma; la realización de informes y propuestas legislativas relacionadas con dicho Fondo, así como las funciones previstas para el Comité de Inversiones Públicas en la Ley Reguladora del Fondo.

And those which, by virtue of its competencies, apply to it in the following paragraphs:

• La determinación anual de la base de recursos propios procedentes del Impuesto sobre el Valor Añadido, a efectos de la aportación española a los recursos propios de la Unión Europea.
• Las que, según los distintos Reglamentos europeos, correspondan al Estado Miembro español en lo referente al FEDER, el FTJ, la Cooperación Territorial Europea, los instrumentos de financiación exterior de la Unión Europea y otros fondos que se le asignen.
